The Local Development Social Inclusion Programme (LDSIP) is funded through the National Development Plan, under the Sub-Programme within this plan. This Local Inclusion Sub-Programme is broken into six measures of which the Local Development Measure is one.

The Local Development Social Inclusion Fund, which is managed Pobal at a national level, has been delivered by West Offaly Partnership since 1994 in the West Offaly area. The funds allocated through this programme enables West Offaly Partnership to implement integrated local action plan, that focuses on countering disadvantage within West Offaly, under three main action areas or sub-measures:

- Sub-measure A: Services to the Unemployed

- Sub-measure B: Community Development

- Sub-measure C: Community Based Youth Initiatives

Services to the Unemployed
To improve the options of the long-term unemployed and those most distanced from the labour market, while also developing pro-active methods that target and access the most marginalized groups in society. Essentially this sub-measure is about working with individuals to access suitable and sustainable employment opportunities through education, training, work experience, job placement, enterprise, self-employment and the social economy.

Community Development
Most of the actions funded under this section of the programme would be dealing with capacity building work to enable local communities to participate fully in the development of their own areas.

Community Based Youth Initiatives
This sub-measure is concerned with initiatives that enhance the social and personal development of young people, especially disadvantaged young people. Projects under this measure would also be concerned with putting in place initiatives that work with young people who have left school early or are at risk of doing so. Many of the actions would be aimed at providing a range of community based education and youth development opportunities from early years through to early adulthood, in areas of disadvantage.

Target Groups
A guiding principle of the LDSIP is that any actions to be undertaken within the programme must address the needs of the target groups identified under the programme.

The range of target groups under the LDSIP are: long-term unemployed; disadvantaged women; disadvantaged young people; travellers; people with disabilities; older people; rural smallholders; ethic minorities; substance mis-users; lone parents; people who are underemployed; young people at risk; homeless people and ex-prisoners.
