The Building Healthy Communities (BHC) project has been delivered in communities in West and South Offaly since 2004. Using a population health approach, the project aims to implement actions that ultimately enhance the health and wellbeing of targeted communities.

The organisations involved are West Offaly Partnership (lead agency), HSE (Dublin Mid Leinster) , Offaly County Council, Co. Offaly VEC, FÁS, Offaly County Childcare Committee and Offaly Sports Partnership. Representatives from these organisations form the West and South Offaly BHC Steering Group – the group that oversees the delivery of the project in the area.

The work of the project to date has allowed for the development of a model of rural population health as outlined below.

To date the project has been piloted in six communities in West and South Offaly - Ballycumber, Cloghan, Crinkle, Kinnitty, Shannonbridge and Shinrone. The following determinants of health were used as a template for developing a wide range of locally based initiatives, which arose from prioritised issues within targeted communities.

• Child and youth development
• Education and training
• Physical environment
• Health services
• Employment, under-employment and enterprise
• Social supports, networks and social environment
• Individual capacity and coping skills

In February 2008 the BHC Steering Group together with a HSE funded external consultant Dr. Jane Pillinger produced The West Offaly Way, a publication detailing the achievements of the project to date. This publication can be downloaded below.

The Building Healthy Communities Action Plan 2008 – 2010 is currently being implemented.

The West Offaly Way was officially launched in February 2008 by the then Tánaiste Brian Cowen TD Mnister for Finance
